Wabash SRO named President of Indiana School Resource Officers Association


WABASH, IN–Wabash City Schools congratulates Officer R. Sam Hipskind on being named
President of the Indiana School Resource Officers Association (INSROA). In this statewide
leadership role, Officer Hipskind will guide efforts to strengthen and advance the role of
School Resource Officers across Indiana, ensuring schools remain safe and supportive
learning environments.

Officer Hipskind has served with the Wabash Police Department since 1996 and has been
a School Resource Officer with Wabash City Schools since 2013. Over the past 29 years, he
has dedicated his career to building strong partnerships between law enforcement and
education, serving as a trusted presence for students, staff, and families.

He brings extensive training and credentials to his work, including recognition as a Crash
Reconstructionist trained by Northwestern University’s Center for Public Safety, a Certified
Instructor through the Indiana Law Enforcement Academy, and an Advanced School
Safety Specialist with the Indiana Department of Education. He is also recognized as a
Master Level SRO through INSROA and as a National Practitioner through the National
Association of School Resource Officers (NASRO). In addition to his new role as INSROA
President, Officer Hipskind previously served on the INSROA Executive Board as Secretary.

school safety,” said superintendent, Dr. Amy Sivley. “We are proud of the positive impact
he has made here in Wabash and now across the entire state through INSROA.”

INSROA exists to promote safe learning environments in Indiana schools by providing high
quality training, building relationships, and connecting members to critical resources.
Under Officer Hipskind’s leadership, the organization will continue its mission of supporting
both students and educators.
