Charlotte Ann Downey, 70, of North Manchester, Indiana, died Thursday, May 28, 2026, at her home. She was born on November 23, 1955, in Roswell, New Mexico, to Charles H. Shannon Jr.and Virgie (Robertson) Cooper, but was raised by Rita Shannon, who she considered her mom.
Charlotte was a 1974 graduate of Wabash High School. She lived in Rockford, Illinois several years before moving to North Manchester. Charlotte attended the Manchester Bible Church, and she loved her church family. She was a former member of the Rockford, Illinois American Legion, and a current member of the Wabash American Legion Post 15. Charlotte was a cat lover. She was also extremely patriotic, enjoyed helping at the American Legion, but being an advocate for veterans was her passion.
She is survived by her sister, Cindy (Randy) DeWitt of Laketon, Indiana; brother, Victor (Gracie) Shannon of California; nephew, Kyle (Jessica) DeWitt of Andrews, Indiana; and her niece, Tabitha (Chaz) Davis of Huntertown, Indiana. She was preceded in death by her father, Charles H. Shannon, Jr., mother, Virgie Cooper, and her mom, Rita Shannon.
There will be a Celebration of Charlotte’s life at a later date. Arrangements by Grandstaff-Hentgen Funeral Service, Wabash.
Preferred memorials are the American Legion Post 15 or the Animal Shelter of Wabash County.
